Has worked in the Head Start community since 1986. Has served the community in various capacities, ranging from Classroom Teacher to Site Manager on the delegate agency level. Has worked for the department since 2000. Currently serving as Project coordinator for the Department of Children and Youth, responsible for the oversite of the Program Design and Management Systems Unit.

Bryant Askew is a broadly, experienced senior professional proficient in assisting organizations meet business objectives.  He has an extensive background in Risk Management, Benefits, and Procurement having worked as a Senior Financial/Risk Analyst and Acting Risk Manager while employed with the Chicago Public Schools.  Prior to working for CPS, He worked as an intern for the City of Chicago, Risk Management Division working on several special projects (World Cup, 1996 Democratic Nation Convention), later joining the City again with the Department of Human Services serving as an Accountant, Contracts Coordinator and Financial Officer.  Bryant currently serves as the Supervisor of Accounting with the Department of Children & Youth Services.

Bryant has worked as a project manager with achievements assisting in the structure and design with Chart of Accounts, Financial and Procurement Modules within ORACLE. In addition, coordinate and monitor the development of an innovative self-insurance, safety and loss control program for a $1.4 billion Capital Improvement Program.

A graduate of the University of Illinois at Chicago, Bryant holds bachelors degrees in Finance and Economics.

Anthony Allan is a Grants Research Specialist in the Grants Unit.  This unit is charged with managing federal, state and private grants worth over $180 million for early childhood and youth programs. 

Anthony is a recent addition to the Grants Unit.  Before joining CYS he provided non-profit consulting services and as a facilitator helped implement a USAID funded government effectiveness program for two years in Eastern Europe.  His experience also includes nearly three years as an Economic Development volunteer in the Peace Corps, where he was involved in US and European Union non-profit and government capacity building projects in Southeastern Europe. Prior to joining the Peace Corps he was employed for two years in the financial services sector.  Anthony holds a Master of Science Degree from the University of Edinburgh and a Bachelor of Arts Degree from the University of San Francisco.

Walter L. Brown, Jr. is the Supervisor of Accounting for the CYS Finance Unit.  As a Supervisor he directs the work of professional staff accountants in the division.

The CYS Finance Division is responsible for the fiscal administration of over $200 million in Federal, State and Local funding for Early Childhood and Youth Development programs.

Walter has worked for the City of Chicago for more than 14 years. Before coming to CYS, He worked as a Supervisor of Accounting for the Mayor’s Office of Workforce Development.  Walter started his career with the City at The City’s Comptrollers Office.

Harold Campbell is the Director of the Fiscal Audits Unit.  The unit is responsible for conducting fiscal monitoring reviews of CYS and The Mayor’s Office of Workforce Development (MOWD) delegate agencies to ensure compliance with the federal, state and local requirements.  Harold has worked with the City of Chicago for over 19 years.  Before coming to CYS, he was the Director of the Fiscal Monitoring Unit for the Mayor’s Office of Workforce Development. Howard Gesbeck has over 35 years of experience as an auditor, consultant and trainer. Since 1990, he has presented 230 seminars to over 23,500 participants throughout the United States. He is nationally recognized for his comprehensive work with grant-funded agencies, particularly his expertise regarding Federal regulations, OMB circulars and Head Start knowledge.

Howard’s informative and interesting presentation style promotes participants’ learning and builds comprehensive understanding of the regulations and other materials. Howard has a special talent for developing creative, yet realistic, ways for nonprofits to save money, get more for their money, and use the Internet as an efficient information resource.  He knows how to help grant-funded organizations avoid the risks of misspent funds and strengthen the financial picture so they can meet their mission.

In striving to meet the training needs of more people, Howard found a way to build upon popular seminar topics and reach those in your organization who cannot attend onsite. Using technology available to everyone via the Internet, the Grant-Funded Programs (GFP) team offer web-based training - GFP Webinars!

Howard earned degrees from the University of Wisconsin in accounting and law and is licensed to practice as a CPA in numerous states.

Tammy Jelinek has served as an expert resource to Grant-Funded Programs for over ten years. She listens to organization leaders as they identify their mission and vision for the future, including the issues that are hindering achievement of that vision. Using her expertise working both in, and with nonprofits, she designs solutions that help organizations better achieve their mission.

Her goal is to assist every organization close the gaps. She knows that balancing the needs of people, processes, technology and finances within an organization are what you juggle every day. She'll listen, she'll ask probing questions and she'll work to combine your team experts with Wipfli LLP’s team of experts.

Tammy believes that to serve a nonprofit, you need to understand a nonprofit.  Her previous work experience includes working in a home-based Head Start program.  She has served on the Board of Directors for a child care organization and literacy focused nonprofit.  Currently she is a "Big" to a 14 year old boy through Big Brothers Big Sisters.

She has a degree from Upper Iowa University-Madison campus in business, with a minor in psychology and an emphasis in management and accounting.  Tammy is back in school obtaining her MBA.

Janet Johnson is an expert in the analysis of financial and administrative systems and processes to gain greater productivity and effectiveness for her grant-funded clients. She has worked with small and large nonprofit organizations and units of state government including State of Wisconsin Investment Board , State of Wisconsin Dept. of Workforce Development, and the University of Wisconsin System , as well as other nonprofit and for-profit organizations.

Janet is always eager to share her knowledge and skills with clients by providing education on how to implement new processes-and change old ones-to save time and money. To uncover revolutionary ideas on how to work smarter, she uses interview techniques, flow chart analysis, and process description tools to develop recommendations for improvements that clients can easily implement.

"It is a rewarding experience for me to work closely with an organization to find ways for them to work smarter," says Janet. "That's what our slogan, Think Black Ink, is all about - finding ways for clients to achieve financial strength and organizational success."

Janet's experience includes Total Quality Management, planning, training, and facilitation with a variety of organizations.  In addition, Janet offered her extensive knowledge and was a co-author of Wipfli’s “Model Accounting and Financial Policies and Procedures” CD-ROM.

Janet earned two degrees from the University of Wisconsin - a master’s in quantitative analysis with an emphasis in total quality management and a bachelor’s in accounting.

Margaret LaRaviere serves as Chief Planning Analyst in the Grants and Contracts Units.  She participates in grants research and applications, prepares requests for proposals, and establishes evaluation criteria. She also proposes new or revised policies, programs and services, and provides technical assistance to agencies on program funding requirements.

Margaret is working on a Ph.D. in Social Work Policy. She has served as an attorney for children and a legislative consultant for the U.S. House of Representatives Education and Work Force Committee. She received her Juris Doctorate from Southern Illinois School of Law at Carbondale and completed her undergraduate degree at University of Illinois at Urbana. She attended Francis M. McKay Elementary and Whitney M. Young High School which are both part of the Chicago Public School System.

Hani Mayzouni is the Director of Management Information System (MIS) Unit.  This unit is responsible for Managing all aspects of Children and Youth Services Department’s computer systems including the design, development, installation, operation and maintenance of its hardware, software and communication networks.

Hani's professional background includes over 22 years of experience with Management, Hardware and Software Technology, and Consulting.

Hani holds a Master degree of Business administration and a Master degree in Software Engineering from the University of St. Thomas, Minnesota.

Kenneth McGhee is a highly skilled public servant.  He has worked in public service for over 12 years with experience in the areas fiscal and technology. 

Ken began his career at a local nonprofit organization, followed by subsequent positions with the City’s Office of Budget and Management, Chicago Park District, Chicago department of Human Services to currently with Children and Youth  Services.

Mr. McGhee has a Bachelor of Science from Morehouse College and a Masters of Business Administration from the University of Iowa.

Mr. McGhee is currently Deputy Commissioner at the Chicago Department of Children and Youth Services where he oversees the Fiscal and Information Systems units of the Department.

Patrick McPhilimy is the Director of the Grants Unit.  This unit is charged with managing federal, state and private grants worth over $180 million for early childhood and youth programs. 

Patrick has worked for the City of Chicago for 11 years. Before coming to CYS he managed grants for the Chicago Police Department.  His prior experience also includes six years in project administration with the City Colleges of Chicago and two years in operations management in the private sector.  Patrick holds a Master of Arts Degree from the University of Iowa and a Bachelor of Arts Degree from Western Michigan University.

Kenya has worked for the city of Chicago for over 7 years. She began her career with the Office of Budget and Management and has held subsequent positions with the Chicago Department of Human Services.  Currently, Kenya works for the Chicago Department of Children and Youth Services where she is responsible for the fiscal administration of youth development programming. 

Ms. Merritt has a Bachelor of Arts from the University of Illinois at Urbana-Champaign and Masters of Public Service Management from DePaul University.

Victor Santiago is a Coordinator of Special Projects with CYS. He has been with the department since 2005 and works on writing, editing, event planning and project coordinating for the Children Services Division. Mr. Santiago's duties are not specifically confined to one area, but rather his work largely entails the completion and managing of many of the goals and objectives set forth by the department.  Much of Mr. Santiago's work involves slot reallocation and supplemental funding processes. Mr. Santiago is a graduate of Northern Illinois University with a BA in Communications.

David Stafford is the supervisor of the Fiscal Audits Unit.  The unit is responsible for conducting fiscal monitoring reviews of CYS delegate agencies to ensure compliance with the federal, state and local requirements.  David has worked with the city for over 17 years.   Before coming to CYS in July of 07 he was the lead fiscal auditor for the Department of Human Services which is where he started his city employment.

Beth Stover has been with CYS for almost three years, working as a chief planning analyst in the Grants Unit.  She works with program staff to identify funding opportunities and develop grant proposals and budgets.  Beth has a Ph.D. in American Literature from the State University of New York at Buffalo and has ten years experience teaching college-level composition.
